Challenges Persist for Aid Distribution in Gaza's Urban Center Despite Temporary Peace

Although the access route from Egypt starts functioning in the coming days, aid groups confront significant difficulties distributing assistance to northern Gaza, the region hardest impacted by starvation, analysts state.

Transportation Issues

Major routes are virtually blocked due to widespread damage across the conflict-affected area – or are still under the control of security personnel. Any transport that breaks down is almost certainly immediately stripped.

The primary crossing, the primary access route to the northern region, destroyed during multiple years of conflict, has been inactive for several weeks, and Israeli officials have notified NGOs in Gaza that there are no current intentions to open the entry location, according to relief personnel.

Damage in Gaza City

The northern urban center was the target of a major Israeli offensive launched in August that was continuing when the temporary truce was finalized recently.

Damage in the northern region has been massive, with entire towns including urban centers and adjacent communities in destroyed as well as many of the outlying areas of the urban center.

"Any activation of a access route into Gaza is positive, but we need to guarantee we can access populations where they are," commented a senior director from a relief agency.

Humanitarian Circumstances

Local residents said many of the roughly 300,000 people who have gone back to the northern area from the densely populated southern area where they had been living during the armed conflict were now "staying" among the debris of their homes, often without any protection and with limited supplies or resources.

A spokesperson from an international organization said the destruction in the northern territories was "devastating".

"It is street after street, building after building ... there is urgent requirement for water. The situation is dire. We need all the crossings operational," the spokesperson, who was in the urban center earlier this week, stated.

Restricted Entry

A community leader based in Gaza City said the requirements in what used to be the area's bustling commercial and social center were "enormous".

"We see hope and optimism but there needs to be quick improvement on the crossings. We haven't seen any significant change on the ground yet," the representative said.

"We continue to receive a insufficient volume of support [and] we are only starting to grasp the degree of damage. So many streets are overwhelmed by debris ... there is hardly any residence that is safe. We see destruction and unexploded bombs everywhere."

Current Developments

Recently, relief groups said modest volumes of essential fuel reached Gaza for the first instance in multiple months, along with deliveries of grain products, rice and produce. The additional resources sent prices in markets falling.

At a mid-region location, a community member said there had been some improvement since the ceasefire.

"Stores are full of supplies, fresh goods, and produce, although the costs are remaining elevated and not accessible for the entire population," the person commented.

Colder Months Requirements

"The crucial necessities now, especially with the coming of colder weather, are to have a temporary housing to shelter us from the low temperatures and warm garments because the shops do not have sufficient clothing for us or, if they exist, they are scarce and extremely pricey."

Multiple organization-assisted food preparation facilities in central and southern Gaza have resumed functioning since the truce.

Aid Transport

Trucks were announced to have entered the Kerem Shalom crossing from Israel to Gaza during recent days, though specific quantities were unclear.

Israel's media outlet stated that Wednesday's aid deliveries would include nutritional supplies, treatment resources, petroleum products, fuel for cooking and tools to restore essential services.

"Humanitarian aid keeps coming into the conflict region through the border access point and additional routes after safety verification," an government spokesperson commented.

Allocation Complications

But counting the number of trucks could be inaccurate, cautioned a specialist from a relief agency. "We must determine the contents of the trucks and how full they are for it to be a really meaningful indicator," the representative added.

Private companies are transporting groups of vehicles loaded with confectionery, carbonated beverages and treats, which have poor dietary quality, while emergency treatments for minors or individuals who have been without adequate food for an extended period are unavailable.

Healthcare Conditions

In Gaza City, only seven nutritional outpatient clinics are operating, compared with 45 in earlier this year.

Many agencies have substantial resources in assistance materials stored around Gaza waiting to go in. A UN agency supporting local residents across the area for a long time has multiple months of supplies of sustenance for the entire population ready to be transported.

"We possess the resources, the equipment and the capabilities ... we just need the entry," said a humanitarian staff member, recently returned from Gaza.

Political Considerations

A diplomatic framework details that "comprehensive" support should enter Gaza and be provided through humanitarian bodies and relief organizations, without disruption from either military groups or national security.

This appears to exclude the controversial Israel-backed aid group which started working in spring, leading to chaotic scenes and numerous casualties as numerous individuals gathered around its assistance centers.
